synopsis
This project investigates an alternative model of labour organization based on a gradual transition from one to two or three coordinated work positions per person. The research examines whether such a model can improve personal development, system resilience, and organizational sustainability — for individuals, enterprises, and the non-profit sector. The study is grounded in concrete documented cases in Estonia: the liquidation of Tallinn's trolleybus network (2024), which forced specialized personnel to seek new roles, and the ongoing language reform in Estonian education, which is pushing Russian-speaking teachers toward career transitions. A comparative technological perspective draws on Finland's experience — particularly the Nokia restructuring and the open-source Linux development community — as documented examples of workforce adaptation. Expected results: a literature review, 10-15 expert interviews, and a published analytical report forming the basis for a second research phase. Applicant: GPA MTÜ, registered in Estonia (reg. 80664582), November 2025. Budget: €35,000 for 3 months.
experience
GPA MTÜ is a non-profit organization registered in Estonia in November 2025 (reg. 80664582), operating in the field of public safety through website management and development. The organization is part of a broader network of Estonian NGOs working under folk transparency standards — all projects and financial reports published openly on organizational websites. The project lead has practical experience in NGO management, project documentation and grant applications. Related organization Logical Formula MTÜ (reg. 80653354) has successfully submitted multiple grant applications to NGI Zero Commons Fund (NLnet Foundation) in 2026, demonstrating capacity to manage funded projects and deliver measurable results. The research team will consist of three specialists with higher education backgrounds: — Research Lead: methodology, coordination, final report — Analyst: expert interviews, literature review, data analysis. Priority given to candidates with Finnish language skills or experience in Finnish technology sector (Nokia restructuring, Linux development community) — Coordinator: administrative work, expert outreach, publication The team will be recruited within the first month of the project. Expert pool of 10-15 specialists will be identified through Estonian and Finnish academic networks and professional platforms.

comparison
Research on flexible and multiple employment has been conducted in various European contexts, but primarily focused on gig economy, freelancing, and platform work. These studies examine informal or unstructured multiple employment. This project differs in a specific way: it examines a coordinated model of 2-3 work positions as a deliberate organizational principle — not as informal income supplementation but as a structured approach that can be adopted by enterprises and NGOs. Existing research gap: there is limited evidence-based research on coordinated multiple employment as a formal organizational model applicable to the NGO sector and to workers facing forced career transitions. Our project addresses this gap using two documented Estonian cases: — Tallinn trolleybus liquidation (2024): specialized workers forced into career transition. A concrete local case for studying adaptation capacity. — Estonian language reform in education: Russian-speaking teachers facing mandatory career changes. An ongoing policy-driven transition affecting hundreds of professionals. Finnish comparison: Nokia restructuring (2010s) is one of the most studied cases of large-scale workforce adaptation in Europe. The open-source Linux development community represents an existing informal model of multiple simultaneous work roles. These cases provide a concrete empirical foundation that most theoretical labour research lacks.
challenges
1. Expert recruitment without established academic networks The team will need to identify and attract 10-15 qualified experts within the first month. A structured outreach plan will be developed using Estonian and Finnish academic databases, LinkedIn professional networks, and direct contact with HR associations in the Baltic-Nordic region. 2. Comparative data collection across two countries Coordinating expert interviews between Estonia and Finland requires bilingual capacity — particularly Finnish language skills for accessing the Nokia restructuring case studies and Linux community experience. This will be addressed through targeted recruitment of the Analyst position. 3. Translating findings for policy use The final report must be accessible to both NGO practitioners and policy makers. This requires clear methodology and plain-language summaries alongside the analytical content. 4. Three-month timeline Completing literature review, expert interviews and published report within 90 days requires strict project management and parallel workstreams.
ecosystem
GPA MTÜ operates within a network of Estonian NGOs working under folk transparency standards. The organization maintains an active website at gpa.red featuring three audience-specific sections: general public, personnel, and enterprises — directly reflecting the three-level structure of the research. The project "Study of New Labour Organization Model" is already registered on the website under the "Projects Under Construction" section (created June 30, 2026), demonstrating that the organization has begun work before receiving funding. Connected infrastructure: — Teest Classic v2.6.6: open testing system already installed on gpa.red — can be used for structured expert surveys during the research — Gaz Keyslink: installed on gpa.red for content navigation and analytics — Related organization Logical Formula MTÜ has active grant applications with NLnet Foundation (NGI Zero Commons Fund, 2026) Target audiences for research results: — Estonian NGOs facing workforce transitions — Enterprises looking for flexible staffing models — Policy makers working on labour market reform — Researchers studying alternative employment models in the Baltic-Nordic region All research results will be published openly on gpa.red in accordance with folk transparency standards — accessible without registration to anyone.
